The winter-quarter cap limits the sewer-treatment volume when summer water use is higher than the historical winter basis. Multifamily, commercial, and nonresidential customers use separate factored or actual-use rules; the City says an estimated water bill produces an estimated sewer bill.

The City is implementing the True Reads Automated Meter Reading Upgrade Program: the 2026 Water Quality Report says contractors are installing AMR units for approximately 145,000 residential customers while inspecting service lines, and a May 2026 department status update reported 44,258 AMR units installed to date. The system is therefore in an AMR rollout rather than a published universal hourly-AMI state; monthly reads remain the billing basis.

A customer should use the Activate/Transfer workflow or call 311/(918) 596-2100 to confirm any deposit, prior-balance condition, identity/occupancy documentation, and refund terms.
