Mail, text, and in-person payment instructions
Pay by text
Register or sign in through Portland's Customer Self-Service portal at css.portlandoregon.gov and select the Pay by Text option. After enrollment, the customer receives a text when the sewer, stormwater, and water bill is ready, showing the amount and due date and prompting a reply of “OK” to pay with the saved payment method. A receipt arrives by text; the original payment message expires after two hours, after which a new message must be requested. Portland warns that it will never ask for a bank-account or card number by text, and carrier message/data charges may apply.

Counters, drop boxes, and office hours
Portland's Water Bureau Walk-in Center is at 664 N. Tillamook St., Portland, OR 97227, open Monday-Friday 8:00 a.m.-4:00 p.m. except holidays. The City states that the center accepts in-person utility payments; customers should confirm whether the desired instrument is cash, card, money order, or cashier's check before traveling. Customer-service representatives are available Monday-Friday 8:00 a.m.-5:00 p.m. at 503-823-7770, while the automated payment line is available at all times. The online page does not publish a larger third-party cashier network for Portland Water Bureau bills.
