Understand the shut-off process before it reaches your door

The safest time to ask about a past-due balance, payment arrangement, or hardship protection is before the final notice. This page translates the provider’s published rules into a practical checklist.

How delinquency is handled

Grace period after the due date

Payment is due by the date on the face of the bill; if the due date falls on a weekend or Authority holiday, payment is considered late at 8:00 a.m. on the first business day afterward. The public page does not provide an additional grace period.

Late-fee calculation

After the due date, a 5% penalty is added to all current charges. A returned check generates a service charge and future payment for that bill must be cash, credit card or money order. An AutoPay transfer returned for insufficient funds incurs a $35 NSF fee and two returned payments in 12 months terminate AutoPay eligibility.

Disconnection timeline

A bill unpaid after the face-of-bill due date is delinquent and grounds for discontinuance. ESWA reserves the right to shut off after first giving 10 days' written notice of the proposed action; a final notice may precede legal action or restricted supply. Restoration requires all delinquent bills, outstanding charges and the water-service restoration fee, unless ESWA agrees to an arrangement for extenuating circumstances.

What notice should you expect?

Termination notices and late notices are sent by USPS even for paperless-billing customers. For planned water-line work, ESWA may mail a letter, hang a door notice, email or use its telephone messaging system; emergency main breaks may not permit advance notice. The delinquency rule specifically requires 10 days' written notice before shutoff.

If a notice seems wrong

Document the account balance, payment confirmation, notice date, and any household medical or accessibility concern. Then call the provider using the contact information on its official bill or profile before the stated deadline.
