Delinquency and service protection

Understand the shut-off process before it reaches your door

The safest time to ask about a past-due balance, payment arrangement, or hardship protection is before the final notice. This page translates the provider’s published rules into a practical checklist.

Notice and timing

How delinquency is handled

Grace period after the due date

A monthly or quarterly water bill becomes delinquent after 30 days from the date rendered. The current outside-city tariff then requires ten days written notice before water is shut off.

Late-fee calculation

The current tariff imposes a penalty of 1.25% of the water bill when payment is not received within 30 days after the bill date. It also charges $50 for processing a returned payment caused by insufficient funds, stop payment, closed account, or another return reason.

Disconnection timeline

After the bill remains unpaid for 30 days, Lancaster's current outside-city tariff requires ten days written notice of the utility's intention to shut off water; restoration requires payment plus the $83 reconnection charge. The tariff also permits discontinuance after due notice for rule violations, failure to maintain the customer's service line, waste, or unpaid fees. Inside-city rules are governed by City Code and may differ.

Statutory warning protocol

What notice should you expect?

The tariff normally requires written notices delivered or mailed to the customer's last known address; in emergencies or when conditions warrant, the utility may use telephone or messenger notification. Current emergency and service alerts are also posted online and may be delivered through Red Rose Alerts by phone, text, email, or app notification. Failure to receive a bill does not waive the payment or discontinuance rules.

If a notice seems wrong

Document the account balance, payment confirmation, notice date, and any household medical or accessibility concern. Then call the provider using the contact information on its official bill or profile before the stated deadline.

Restoring service

Reconnection costs and timing

The current tariff lists an $83.00 charge payable in advance to restore service after discontinuance and states that the same $83 charge applies after the ten-day written shutoff notice. No separate after-hours reconnection surcharge is published; restoration timing and field availability should be confirmed with Customer Service.

Need a payment arrangement?

Ask before the shut-off date

Tell the customer-service representative that you are responding to a delinquency notice and ask specifically about installment plans, hardship protection, charity referrals, and the amount required to stop the disconnection order.

Customer protection guide

What to do when a bill becomes urgent

A delinquency notice from Lancaster City Water - City of Lancaster Bureau of Water should be treated as a time-sensitive account document. Read the exact due date, amount required, notice method, and contact instructions on the notice, then compare them with the provider details in this guide.

If you have already paid, gather the confirmation number and posting date. If you cannot pay the full amount, call before the stated shut-off date and ask about arrangements, hardship protections, agency referrals, and the minimum amount needed to pause action.

Keep the conversation specific: ask what will stop the order, when the payment must post, whether a reconnection fee applies, and whether the utility requires a separate request for medical, accessibility, or household-protection status.
