Delinquency and service protection

Understand the shut-off process before it reaches your door

The safest time to ask about a past-due balance, payment arrangement, or hardship protection is before the final notice. This page translates the provider’s published rules into a practical checklist.

Notice and timing

How delinquency is handled

Grace period after the due date

Bills are due on the 10th of the month after issuance. Accounts more than 30 days past due may be subject to service termination; no separate grace period beyond the due date is published.

Late-fee calculation

A 5% late-payment charge is added when a normal water/sewer bill is not paid by the due date, and another late-payment charge may apply if it remains unpaid for three more weeks. A delinquent-account penalty of 1.5% of the outstanding balance is added monthly once the account is more than one month past due.

Disconnection timeline

The published progression is due date on the 10th of the following month, possible termination once the account is more than 30 days past due, and a continuing 1.5% monthly delinquent penalty thereafter. LCA does not publish a complete day-by-day calendar from missed due date to curb-box shutoff on the public payment page.

Statutory warning protocol

What notice should you expect?

LCA states that service-termination warnings are supplied in writing and by telephone. The authority may send duplicate past-due notices to landlords and tenants, and technicians turn water off at the curb box near the street rather than entering the home.

If a notice seems wrong

Document the account balance, payment confirmation, notice date, and any household medical or accessibility concern. Then call the provider using the contact information on its official bill or profile before the stated deadline.

Restoring service

Reconnection costs and timing

LCA’s 2026 fee page says additional site-visit fees apply to termination or restoration for nonpayment or rule violations, but the public page does not state the exact standard-hours versus after-hours restoration amounts. A non-LCA site visit is listed at $50 during normal service and $150 after hours or on weekends, which should not be treated as the delinquency restoration fee.

Need a payment arrangement?

Ask before the shut-off date

Tell the customer-service representative that you are responding to a delinquency notice and ask specifically about installment plans, hardship protection, charity referrals, and the amount required to stop the disconnection order.

Customer protection guide

What to do when a bill becomes urgent

A delinquency notice from LCA ALLENTOWN DIVISION should be treated as a time-sensitive account document. Read the exact due date, amount required, notice method, and contact instructions on the notice, then compare them with the provider details in this guide.

If you have already paid, gather the confirmation number and posting date. If you cannot pay the full amount, call before the stated shut-off date and ask about arrangements, hardship protections, agency referrals, and the minimum amount needed to pause action.

Keep the conversation specific: ask what will stop the order, when the payment must post, whether a reconnection fee applies, and whether the utility requires a separate request for medical, accessibility, or household-protection status.
