Counters, drop boxes, and office hours

The primary Payment Center is 3000 Harden Street, Columbia, SC 29201, open Monday–Friday 8:30 a.m.–5:00 p.m. and with a 24/7 night depository drop box for check or money order. The Mailroom at 1505 Charleston Highway, West Columbia, SC accepts cash and checks Monday–Friday 9:30 a.m.–5:30 p.m.; it does not accept credit cards and does not take past-due bills. The City’s in-office card convenience schedule is 2.5% for credit, 1.5% for debit, with a $1.95 minimum; cash, check, and money order have no fee at the Payment Center.

The Water/Sewer Bill Payment Portal accepts Visa, Mastercard, American Express, Discover, and electronic check. The City also offers 24/7 telephone card payments, bank draft with no fee, and an Eye On Water portal for usage and leak alerts. In-person card payments use the separate Value Payment Systems convenience schedule.

The current online fee schedule lists $1 plus 1.7% of the bill balance for credit/debit cards and $2.50 per electronic-check transaction. Telephone payments cost $4.00 per transaction. The page separately states that the 2.5% credit, 1.5% debit, and $1.95 minimum schedule applies to in-person card payments, not online payments; bank draft, mail, cash, check, and money order have no stated convenience fee.

Choose the payment channel that fits your deadline

The safest payment path is the one published by Columbia Water and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
