Pay by text

No Rapid City text-to-pay keyword or enrollment sequence was published on the reviewed 2026 portal and FAQ. The portal supports e-billing, account registration and automatic payments, while the City separately warns that June 15, 2026 card ZIP validation will reject cards whose billing ZIP does not match.

Mail-in address

The reviewed portal and FAQ identify the Finance Office at 300 Sixth Street, Rapid City, SD 57701; mailed check payments should use the remittance address printed on the bill. Checks are also accepted in the night drop, but deposits after 7:00 a.m. are processed the next business day.

Counters, drop boxes, and office hours

Cash is accepted at the Finance Office, 300 Sixth Street, Monday-Friday 7:30 a.m. to 5:00 p.m. Checks are accepted there, by mail and in the night drop. The portal states that disconnected accounts must be paid in full and customers must call 605-394-4125 during regular hours to request curb-box restoration; weekend and holiday restoration requests are not accepted.

Online payments accept Visa, Mastercard, Discover, American Express and eCheck. Customers can also use bank bill pay and online account registration/e-billing. The IVR accepts card, debit or eCheck with its additional phone fee.

Convenience fees

A non-refundable 3% fee applies to credit/debit cards, with a $2.50 minimum; online eCheck costs $1.95. IVR payments add $0.50 to the applicable card, debit or eCheck fee.

The safest payment path is the one published by City of Rapid City Water Service Department / Utility Billing and matched to the account information on your bill.
