What the public record says about a leak adjustment
Upon customer application, Clarksville Gas & Water may adjust the sewer portion when a customer-side leak did not enter the sewer. The department calculates above-average usage against the immediately preceding 12-month average; when 12 months are unavailable, it uses 2,000 gallons for a one-person household or 1,800 gallons per resident for households of two or more. Up to two adjustments may be allowed in a 12-month period, each covering no more than two consecutive billing cycles, and documentation proving repair is required. A one-time installment plan may also be available for unexplained usage at least five times the prior 12-month average, and lawn-watering or pool-filling adjustments have separate proof and frequency rules.
