The direct portal is the fastest route when it is available. The provider identifies its payment gateway as First Billing Services FirstChoice portal, operated on the live Paya payment platform. Never enter account credentials into a lookalike site reached through an unsolicited message.

Pay by text

The City selected First Billing Services because the replacement platform adds pay-by-text and pay-by-phone options. Beaumont’s published FAQ confirms that customers must create or migrate to a new portal account for online payment, and the live portal supports guest payment, but the City does not publish a text keyword, short code, or complete opt-in sequence. Customers should use the Water Billing number 409-866-0023 for enrollment questions rather than rely on an unverified keyword.

Counters, drop boxes, and office hours

City Hall Cashiers Office, 801 Main Street, Monday-Friday 8:00 a.m.-5:00 p.m.; accepts payment at the cashier window and supports no-fee city payment. Kroger #325, 3965 Dowlen Road, is open 7 days a week 9:00 a.m.-8:00 p.m. for current bills only. Kroger #328, 3845 Phelan Boulevard, phone 409-833-3575, is open Monday-Friday 10:00 a.m.-6:00 p.m. for current bills only. A City Hall night deposit box accepts after-hours payments, which are posted on the next business day. The City warns that these are the authorized payment centers; unauthorized payment centers do not guarantee timely delivery.

What you can use online

Online credit cards and debit cards through FirstChoice/Paya; online e-check; automatic bank draft/ACH through the City authorization form; bank online bill-pay. The live portal identifies major card payment and e-check support. City Hall auto-draft is fee-free, while a customer’s bank may impose its own bill-pay charge.

Convenience fees

Online credit/debit: $1.99 for payments of $1-$200, or 2.5% for $200.01-$25,000. Online e-check: $1.95 for payments up to $25,000. Payment by automated phone: $1.99 for payments up to $200. City Hall cashier payment and City-form auto-draft have no City/First Billing convenience charge.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

The safest payment path is the one published by CITY OF BEAUMONT WATER UTILITY DEPT and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
