Mail, text, and in-person payment instructions

Pay by text

No text-to-pay enrollment keyword, SMS payment flow, or bill-payment short code is published on the reviewed Harker Heights utility pages. Customers may use the City’s normal phone IVR, online portal, kiosk, bank-draft authorization, or general municipal alerts where available.

Mail-in address

The reviewed current payment-options page does not publish a separate remittance P.O. Box. A 24-hour payment kiosk is in the drive-through and a 24-hour drop box is to the left of the drive-through window; the City also lists First National Bank payment locations at H-E-B, Walmart, and Market Heights when the customer brings the bill.

The FY2025-26 City fee schedule lists a $2.00 online bill-pay processing fee per bill payment and a $2.00 credit-card draft-processing fee per monthly bill payment. A $5.00 payment-refund processing fee and $30.00 returned-check/ACH/chargeback return fee are also listed. In-person, kiosk, drop-box, bank-location, and phone payment channels are described as no-charge on the current payment page, subject to the final bill/payment instructions.

The safest payment path is the one published by City of Harker Heights Water and Utility Services / Utility Administration Department and matched to the account information on your bill.
