Notice and timing
How delinquency is handled
Grace period after the due date
Payment must be received by 5:00 p.m. on the due date shown on the bill; the City’s payment page states that current charges receive a 10 percent penalty when not received by that deadline.
Late-fee calculation
A 10 percent penalty is assessed to outstanding current charges when payment is not received by 5:00 p.m. on the stated due date. City code also allows payment agreements, subject to eligibility and possible interest, and delinquent service restoration requires all fees and past-due amounts.
Disconnection timeline
An account with an unpaid balance more than 30 days past due may be disconnected. If a deposit appeared on the first bill, Irving states that service may be disconnected without notice when payment is not made by 5:00 p.m. on the due date; restoration can require all charges and a new deposit up to four times the highest bill.
