The direct portal is the fastest route when it is available. The provider identifies its payment gateway as The City’s current public page links its utility-billing account access and payment service but does not expose the processor name in searchable text. The City documents a web portal, recurring payment, bank draft, 24/7 phone pay, kiosk, and bank bill-pay options; the live payment link is authoritative for the current vendor and login URL.. 833-257-8346, available 24/7, is the City’s published automated phone-payment line. Customers should have the utility account information available and confirm the transaction confirmation number; Utility Billing customer service is 281-391-4801 during office hours.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

Mail, text, and in-person payment instructions

Pay by text

Katy’s current payment page advertises email billing and online account access but does not publish a pay-by-text keyword, short code, or text enrollment sequence. Customers can request emailed bills at ub@cityofkaty.com and use the online portal for account history and payments; call 281-391-4801 to verify whether text notices or text-to-pay are currently available.

Mail-in address

City of Katy, P.O. Box 617, Katy, TX 77492. Mail checks or money orders payable to City of Katy, include the account number/payment stub, and do not rely on the postmark: the City states payment must be received by the due date.

Counters, drop boxes, and office hours

Katy City Hall, 901 Avenue C, Katy, TX 77493, accepts in-person payments Monday through Friday from 8:00 a.m. to 5:00 p.m. A self-service kiosk at the Avenue D entrance is available 24/7 for cash, check, and credit-card payments and posts payments immediately; cash inserted at the kiosk may not return change, which becomes an account credit. The current page lists bank draft, electronic bank bill-pay, mail, phone, online, and kiosk channels. Desk/card payments support Visa, Mastercard, and American Express, subject to the published card fee.

What you can use online

The City accepts online and 24/7 phone payments, recurring payments, automatic bank draft from a bank account on the 16th, electronic bank bill pay, and credit cards. The current public material specifically identifies Visa, Mastercard, and American Express for card payments. Cash and check are accepted at the 24/7 kiosk and in person; mailed payment is check or money order.

Convenience fees

The City’s current residential setup page states that a 2.5% credit-card fee applies to credit-card transactions. Katy’s payment notice also publishes a 2.5% convenience fee and/or $0.85 processing fee for card payments; customers should read the live checkout because the processor may display one or both charges. Automatic bank draft and ordinary bank bill-pay are the fee-avoidance options identified by the City.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Katy Utility Billing / Water Department and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
