The reviewed City utility-billing page does not publish a City-specific text-to-pay keyword, short code or enrollment sequence. InvoiceCloud is the identified online vendor, but text enrollment should be confirmed in the current account portal before being represented as available.

Mail-in address

City of Victoria, P.O. Box 1279, Victoria, TX 77902. Customers should include the payment stub and use the remittance address printed on the current bill if it differs.

Counters, drop boxes, and office hours

Utility Billing Office, 700 Main Center, Suite 110, Victoria, TX 77901. The lobby is open Monday-Friday 8:00 a.m.-5:00 p.m.; the drive-through window is open Monday-Friday 7:30 a.m.-5:30 p.m. The office accepts cash, checks, money orders and credit/debit cards. City information also identifies drop boxes at 700 Main and the H-E-B at 6106 N. Navarro St.; verify current collection locations before sending cash or time-sensitive payments.

Online: Visa, MasterCard, Discover and EFT/e-check. Bank-draft ACH is available with the City's signed ACH form and a voided check. Automated phone payment accepts Visa, MasterCard and Discover.

Convenience fees

$3.25 per online Visa, MasterCard or Discover credit/debit transaction. The City lists a $4.20 card convenience fee for the automated phone channel; EFT/check and bank-draft ACH are the lower-cost alternatives identified by the City.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Victoria Utility Billing Office and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
