- Monthly. EPWater publishes monthly minimum water and wastewater charges, calculates average winter consumption from the most recent December, January, and February billing periods, and bills the applicable water, sewer, stormwater, and related charges on recurring utility statements.
- Rate structure
- Average-winter-consumption indexed increasing blocks. Rates effective for meter readings after March 1, 2026 include a residential minimum based on meter size with up to 5 CCF included. Inside-city water use over 5 CCF up to 150% of AWC is $3.92/CCF, over 150%-250% of AWC is $9.26/CCF, and over 250% of AWC is $13.24/CCF. A monthly water-supply replacement charge of $17.49 applies to a less-than-1-inch residential service when consumption reaches at least 5 CCF; it is waived below 5 CCF. Residential properties outside El Paso city limits pay 1.15 times the corresponding city rate. The bill also carries a meter-size-based city franchise fee.

- Approximately $95-$105 per month for a typical 5,000-gallon single-family account when water, wastewater, and a representative residential stormwater charge are combined, using the FY2026-27 published rates and a typical 5/8-inch or less-than-1-inch meter with an AWC near 5-7 CCF. The modeled water portion is roughly $37 before any account-specific adjustments; the published wastewater minimum is $34.80 plus any AWC-based commodity charge, and stormwater depends on impervious area. EPWater's January 2026 budget release states that the typical residential bill increased $9.99 per month, or about 12%, under the FY2026-27 plan, so actual totals depend on AWC, meter size, property area, and rate class.
- Wastewater and sewer calculation
- For City water customers, the monthly wastewater minimum for a less-than-1-inch meter is $34.80 and includes a 5-CCF volume allowance. The wastewater commodity charge is $4.86/CCF, calculated on 90% of average winter consumption above the allowance. AWC is the average water use from the most recent December, January, and February billing periods, and the resulting minimum and commodity charge remain in place through the following February billing cycle. New customers use the class-average AWC for their meter size until they establish their own winter base.
- Meter reading
- EPWater is replacing mechanical meters with advanced meters. Approximately 80% of residential meters and 76% of all meters had been replaced at the time of the current utility page, with residential completion expected by summer 2027. AMI meters transmit securely by radio, record hourly consumption, and send daily updates; the program is intended to improve leak detection, reduce manual readings and human error, and improve accuracy. Mechanical meters are read in CCF increments, with the utility reading through the thousand-foot dial. Customers receive a door hanger before replacement, cannot opt out, and installations typically take 30-60 minutes with a brief service interruption.
- New-account deposit
- EPWater requires a water bill guarantee deposit at application: $75 for a single-family residence, $150 for a duplex, $225 for a triplex, $150 for a commercial establishment, and $500 for industrial service. If the customer's credit record is unfavorable, management may require a larger deposit based on the two highest monthly bills on record. The deposit does not earn interest, is applied to the final bill, and any excess is refunded when service terminates. EPWater's rules also describe a corresponding sewer-service guarantee deposit structure.
- Activation or transfer fee
- There is no charge for a new customer to set up service with EPWater. Start, transfer, and stop requests are submitted through My Account; the Contact Us page says responses may take up to four business days. A customer-requested removal of a water connection is a separate $350 fee plus applicable charges.
