LMUD uses winter averaging: it compares water usage for November–December with January–February, uses the lower amount unless one is zero, and applies a minimum of 2,000 and maximum of 30,000 gallons per billing cycle. New customers are assigned 12,000 gallons per two-month cycle until a history exists. The wastewater volume charge remains fixed for the following fiscal year while potable-water charges vary each cycle.
- Meter reading
- LMUD meters are read remotely at the beginning of every odd-numbered month, with bills issued in the first week of the following even-numbered month. - New-account deposit
- For an in-district standard 5/8-inch meter, LMUD publishes a $200 security deposit; deposits can be avoided with 12 months of previous good credit on file or a satisfactory-credit letter from another utility. Tap/connection fees are $1,200 for a standard 5/8-inch water tap and $1,200 for an existing 5/8-inch wastewater connection, with larger meters and new installations charged more.
