City of Richland Customer Service, 625 Swift Boulevard, MS-10, Richland, Washington, Monday-Friday 8:00 a.m.-5:00 p.m. The City Hall west-parking-lot blue drop box accepts checks; payments dropped after 7:30 a.m. may post the next business day. The counter accepts cash, check, debit/credit card, money order and cashier's check.

Effective July 1, 2026, the payment processor charges 2.75% on credit/debit-card payments. Customers can avoid that fee by paying from a bank account; the City page states the minimum and maximum card payment limits for the portal.
