The City of Lacey leak-adjustment form permits one adjustment in any five-year period when the repair is completed within 30 days of the City notification, the leak-related consumption exceeds $50, and the leak is on the main line running from the meter box directly to the house. Irrigation systems, appliances, fixtures, and other leaks inside the structure are excluded. The customer must submit the signed request with the repair date, repairer, leak location, notification date, and clear supporting documentation such as a plumber invoice, personal receipts, and photographs showing the location and relationship to the meter box. If approved, the adjustment is 50% of the consumption from one billing cycle associated with the leak, plus related taxes affected by the adjustment. Commercial accounts may also receive a sewer credit when the water did not enter the sanitary sewer. The Lacey Utility Discount Program provides a 50% discount on residential City water, sewer, and stormwater services for customers who are low-income and disabled, or low-income and over age 62. Eligibility uses combined disposable income below 50% of Thurston County median income for the household size; the current published 50% thresholds run from $40,850 for one person to $72,350 for seven or more. The discount begins on the next billing cycle and must be renewed every two years. The donation-supported Lacey Utility Assistance Fund can provide up to $75 twice per year when funds are available, for applicants whose eligibility is based on 150% of the federal poverty level; the City identifies the Community Action Council as the local administrator at 360-438-1100, option 5.
