- Monthly. Carlsbad bills water and sewer customers on a normal 30-day billing period based on the meter-reading date. A start in the middle of a billing period is prorated. The City’s 2026 rates and utility page separate a fixed monthly water delivery charge from the usage charge and a flat residential wastewater charge.

Carlsbad’s 2026 single-family wastewater rate is a separate flat $68.22/month, so a typical combined water-and-sewer planning range is approximately $143–$160/month at that usage level. - Wastewater and sewer calculation
- Carlsbad’s 2026 residential wastewater charge is not calculated as a percentage of monthly water intake. Single-family residential customers pay a flat $68.22 per month; a single-family home with a second dwelling unit pays $102.33/month. Multi-family residential and mobile-home customers are charged $7.85 per HCF, while commercial and industrial classes pay usage-based rates that vary with wastewater strength and treatment requirements. Wastewater service is supplied through the City/Carlsbad service area and treatment is provided through Encina Wastewater Authority; some southern Carlsbad properties are instead connected to Leucadia or another district and must use that provider’s sewer formula.
- Meter reading
- Carlsbad’s 2025 Urban Water Management Plan states that the District completed the final stage of its Advanced Metering Infrastructure project in 2017 after replacing traditional meters with smart meters. The City reports that the meter-services group reads more than 3,000 meters each month, and the AMI system provides automated water-use tracking and leak detection. Monthly bills are normally based on the meter-reading date, while the customer portal and leak page let residents compare usage and investigate continuous flow. Field crews continue to inspect leaky meters, replace compromised meters, and perform meter exchanges; the AMI system supplements rather than eliminates scheduled field service.
- New-account deposit
- The current Carlsbad customer-service and billing pages do not list a standard residential startup deposit or a credit-check waiver. They do list a $1,000 construction potable-water meter deposit in the master fee schedule, which is a construction-service requirement rather than an ordinary residential account deposit. Customers should confirm any account-specific deposit with Utility Billing before establishing service; no universal 2026 residential deposit amount, refund schedule, or interest rule is publicly verified.
- Activation or transfer fee
- The City requires customers to call (442) 339-2420 to start or stop service; online self-service is not available for start/stop requests. At least 24 hours’ notice is required for a scheduled turn-on. The standard new-account setup fee is $45 on the first bill. Same-day business-hours turn-on is $152, and a same-day turn-on requested on a holiday, weekend, or after 5:00 p.m. weekday carries a $282 charge payable the following working day. Landlords may choose a $9 continuity-of-service fee instead of the $45 setup fee while a rental property is vacant. Service charges are prorated when started mid-cycle, and charges continue until the City is notified to discontinue service.
