What the public record says about a leak adjustment

Chino’s current pages do not publish a standard private-leak credit percentage, repair-receipt deadline, or lifetime adjustment cap. A customer with a high bill should check usage through the Sensus Analytics water-usage portal, inspect the meter and property plumbing, and contact Utility Billing immediately. The SB 998 policy allows a bill dispute by phone, in person, or email; the Utility Billing Supervisor reviews the dispute and service is not discontinued while the dispute is under review. Customers should retain meter readings, photographs, plumber invoices, and repair dates. Meter-test and water-meter service fees are separately listed in the FY 2026–27 fee schedule.

Chino’s SB 998 policy provides hardship protections and may waive interest once every 12 months for households below 200% of the federal poverty level or participating in CalWORKs, CalFresh, general assistance, Medi-Cal, SSI/SSP, or WIC. The policy also permits alternative schedules, temporary deferral, partial/full reduction of a disputed delinquent bill, and financial-hardship agreements when the qualifying conditions are met. The reviewed 2026 pages do not publish a recurring senior, disabled-veteran, or fixed monthly water-bill discount cap.

Chino’s local hardship policy expressly recognizes federal-poverty-level eligibility and qualifying California programs including CalWORKs, CalFresh, general assistance, Medi-Cal, SSI/SSP, and WIC for reduced restoration and interest protections. The City does not publish a direct LIHWAP intake workflow in the reviewed pages. A high bill can have several causes, including a hidden plumbing failure, irrigation use, a meter issue, a change in occupancy, or a rate adjustment. The provider’s leak policy determines whether any credit is available; an unusually high bill does not automatically qualify.

Keep a dated record of the reading, the suspected source, the repair, the contractor or parts receipt, and the return to normal use. Ask whether the utility requires a specific form, a licensed repair, a meter test, photos, or a request within a fixed number of days.
