- Monthly. Oxnard's water code establishes monthly water usage rates and monthly fixed meter charges, and the utility account combines water, wastewater, and refuse charges on the City utility bill.
- Rate structure
- Monthly fixed meter charge plus increasing-block residential volumetric tiers measured in HCF, with additional classes for multifamily, commercial, industrial, irrigation, recycled, and oceanview/agricultural use. Effective July 1, 2026, a single-family account is charged $5.35/HCF for 0–9 HCF, $5.54/HCF for more than 9 through 15 HCF, and $5.86/HCF above 15 HCF, plus the meter-size fixed charge. A $0.10/HCF wholesale pass-through is also identified for July 2026, and drought-stage rules can multiply excess-use rates when a shortage condition is declared.
- Residential cost reference
- For a 5/8- or 3/4-inch single-family meter, using 5,000 gallons (about 6.684 HCF) in a July 2026 month produces an approximate water-only charge of $63.93: $27.50 fixed meter fee, about $35.76 tier-one usage, and about $0.67 in the stated $0.10/HCF pass-through. At 7,000 gallons (about 9.358 HCF), the water-only benchmark is approximately $78.57 after applying the first and second tiers and the pass-through. The complete combined Oxnard utility bill is higher and cannot be reduced to one water-only number because wastewater and refuse charges are separate service components and wastewater rates depend on the City's sewer schedule.
- Wastewater and sewer calculation
- Oxnard bills residential wastewater monthly with the water account. The City code describes residential wastewater as a percentage-return calculation based on metered water consumption—single-family residential use is modeled at an 80% wastewater return—and authorizes review and adjustment using average water consumption over a reasonable period. Wastewater charges use class-specific HCF tiers and may differ for multifamily, commercial, industrial, laundromat, formula, and non-formula users; a current account's bill and sewer schedule control the exact 2026 amount. Irrigation or water that does not return to the sewer may require a review rather than a simple one-to-one water-volume tie-in.
- Meter reading
- Oxnard began replacing its meters with Advanced Metering Infrastructure in 2022 and reports the project completed with almost 42,000 residential and commercial meters installed. AMI automatically communicates real-time consumption to Oxnard Water, and customers can link the meter to the EyeOnWater dashboard for usage history and leak notifications. Billing is monthly under the City rate code; the public materials do not identify a single vendor or promise a fixed hourly customer-data interval.
- New-account deposit
- Oxnard requires each applicant for water service to provide a deposit guaranteeing water, sewer, and rubbish charges. The current code schedule lists monthly-service deposits of $44 for a 3/4-inch meter, $65 for 1 inch, $120 for 1-1/2 inches, $185 for 2 inches, and for meters over 2 inches an amount approximately equal to one month's minimum bill but not less than $205. Commercial, industrial, and church customers may be exempted with satisfactory credit references, and a corporate surety bond may replace cash when the deposit exceeds $250. Deposits are also required after five final notices in two years or a nonpayment disconnection; after two consecutive years of continuous service without a final notice, the deposit is automatically refunded without interest.
- Activation or transfer fee
- The current Oxnard fee schedule charges $80 for a normal-hours water turn-on or turn-off and $145 after hours, weekends, or City holidays. Those are the practical activation/transfer service charges when a field turn-on is required; new service connections, meter installations, larger services, construction, and outside-city service can carry separate connection and infrastructure charges.
