Leak relief and household assistance

A high water bill may have a path to review

Hidden plumbing failures can produce an alarming bill before the problem is visible. This guide separates what City of Pleasanton Public Works - Customer Service & Utility Billing publicly describes from the practical steps every customer can take while requesting help.

Provider-specific review

What the public record says about a leak adjustment

Pleasanton provides a Water Leak Adjustment Request form and directs customers to submit it to Customer Service; the current page does not reproduce the complete calculation, repair-receipt list, filing deadline, or maximum credit. Customers can also enable Leak Alert under Account > Notification Preferences in the portal. A customer should document the suspected leak, repair, and resulting usage before requesting the review.

1

Stop the loss

Shut off the failing fixture or supply and arrange a qualified repair.

2

Keep proof

Save dated invoices, parts receipts, photographs, and meter readings.

3

Request review

Submit the request promptly and keep paying any undisputed amount.

Utility assistance

Customer assistance and eligibility

Beginning March 1, 2026, income-qualified Pleasanton water and sewer customers enrolled in PG&E CARE can receive a 30% discount on eligible charges if they directly receive City service, use 24 CCF or less per billing cycle, provide proof of residency and CARE enrollment, and remain in good standing. Applications opened February 1, 2026 and are first-come, first-served as funding allows; the City’s published page does not state an individual household dollar cap. Prior senior and low-income programs ended February 28, 2026.

State and federal connections

Where to ask for broader aid

The City’s current assistance instruction is local payment arrangements through Customer Service at 925-931-5500 and the City’s 2026 Utility Discount Program, which requires PG&E CARE enrollment. The reviewed Pleasanton pages do not document direct LIHWAP processing or a local charity water-grant workflow.

Build the file before asking City of Pleasanton Public Works - Customer Service & Utility Billing for relief

A high bill can have several causes, including a hidden plumbing failure, irrigation use, a meter issue, a change in occupancy, or a rate adjustment. The provider’s leak policy determines whether any credit is available; an unusually high bill does not automatically qualify.

Keep a dated record of the reading, the suspected source, the repair, the contractor or parts receipt, and the return to normal use. Ask whether the utility requires a specific form, a licensed repair, a meter test, photos, or a request within a fixed number of days.

For income-related difficulty, ask about local assistance, payment arrangements, state programs, and community referrals separately from a leak adjustment. These programs often use different applications, documents, funding limits, and deadlines.
