The City’s current public material does not promise an automatic residential high-bill adjustment, a fixed excess-use credit, or a winter-average recalculation after a private leak. Instead, Sacramento publishes a Leak Repair Assistance Rebate Program for single-family and duplex customers. The customer must apply and have the pressurized leak verified before repair when possible, use a licensed C-36 plumber where required, complete the application within 30 days of the repair, and provide itemized paid invoices, receipts, labor/material separation, and proof of payment. One approved first-come, first-served reimbursement is available: up to $250 for a confirmed leak below 25 gallons per hour or up to $500 for a leak at or above 25 gallons per hour, with labor capped at $150 per hour and the reimbursement limited to documented repair cost. The program pays eligible detection/repair labor, not replacement parts, water loss, or the utility bill itself; tenants need landlord permission. Sacramento Utility Rate Assistance (SURA) provides an income-qualified monthly credit on eligible City water, sewer, 2022 storm-drainage, and garbage charges. The customer must pay the City bill, live at the service property, have the bill in the customer’s name, and either meet the income guidelines or participate in SMUD’s Energy Assistance Program Rate. Applicants may apply online with a recent SMUD bill, mail the form with that bill, or submit income documentation for every adult in the household; multilingual applications are published. The City says the monthly discount and income guidelines are effective January 15, 2026, but the public page does not state one universal credit amount because it depends on the services received.
