Emergency reporting route
EOCWD publishes (714) 538-5815 for water outages, billing assistance, and customer service both during regular hours and after hours. The District does not publish a separate 24/7 emergency-only number; customers should call this number to report an outage, main break, leak concern, or water-quality problem and use 911 for immediate life-safety emergencies.
Leak-adjustment policy
EOCWD’s 2026 Rules and Regulations expressly state that no billing adjustment is allowed for customer-side leaks or for planned or unplanned high consumption such as construction, pool filling, or new plantings. The District must pay for the water and passes that cost to the Customer of Record. Customers may request assistance locating a leak, and EOCWD may arrange an appointment for a walk-through inspection to help identify or isolate probable leak areas. A second meter reading can correct a billing error when the original read was wrong; a meter test can produce a refund if the meter is outside accuracy limits, including refunding verified overcharges for up to six prior months when the meter registered at least 3% above actual flow. These are meter-error remedies, not a hidden-leak credit program, and repair receipts do not create a customer-side leak adjustment.
Utility assistance program
EOCWD does not publish a recurring senior or disabled-veteran water-rate discount in the current materials reviewed. Its SB 998 protections apply when a household documents a serious health threat from shutoff, financial inability shown by participation in CalWORKs, CalFresh, general assistance, Medi-Cal, SSI/SSP, WIC, SCE or SoCalGas CARE, or a sworn income statement below 200% of the federal poverty level, and agrees to an alternative payment arrangement. The District may offer an extension, amortization, or alternative schedule at most once every 12 months; it reviews submitted documentation within 10 days, with additional-information deadlines. Eligible customers receive the reconnection caps and one delinquent-interest waiver per 12 months described in the reconnection field. Conservation rebates are available through SoCal Water$mart, but they are efficiency rebates rather than direct bill-credit caps.
State and federal aid connection
The current EOCWD materials do not publish a local LIHWAP application portal, direct federal water-assistance intake, or charity payment tie-in. Instead, EOCWD integrates state-recognized hardship protections through SB 998: qualifying households may use CalWORKs, CalFresh, Medi-Cal, SSI/SSP, WIC, or California Alternate Rates for Energy participation as evidence of financial inability and may request a payment plan. EOCWD also participates in SoCal Water$mart rebates for water-efficient upgrades. Customers needing direct state or federal aid should contact EOCWD at (714) 538-5815 and separately verify current California water-assistance availability; the District’s published 2026 rules do not promise an ongoing arrearage grant.
