Mail-in address

East Orange County Water District, 185 North McPherson Road, Orange, CA 92869-3720. EOCWD’s rules state that mailed payments and bank bill-pay checks are credited when received at the District Office; customers must allow the bank’s typical 3–5 day mailing time and include enough account information for correct posting.

Counters, drop boxes, and office hours

Payments may be made at the EOCWD District Office, 185 North McPherson Road, Orange, CA 92869-3720, Monday through Friday, 8:00 a.m. to 5:00 p.m., except District holidays. The rules accept cash, check, cashier’s check, and money order at the office; credit/debit cards are accepted at the office for a fee. Payments received by 4:00 p.m. on a business day are credited that day. A night-drop box is credited when collected by the next regular business-day opening, but cash must never be placed in it and EOCWD warns that checks left there are subject to theft or loss. The District’s current start/stop page also requires service requests at least one business day in advance and asks applicants to contact the office about the deposit payable by check.

What you can use online

The ePayUB portal accepts credit and debit card payments and provides quick-pay and registered-account functions. EOCWD also offers recurring pre-authorized electronic funds transfer (EFT/ACH) from a customer’s financial institution with no fee for that recurring EFT service. Bank bill-pay checks are accepted but are mailed by the bank rather than transferred electronically. Apple Pay, Google Pay, and a text-payment method are not identified in the current materials.

EOCWD’s payment FAQ states that online credit-card and e-check payments carry a 1% service fee; the FAQ also says the fee associated with each selected payment method is displayed below the bill before payment. The 2026 rules separately state that recurring pre-authorized EFT has no fee, while credit/debit card payments use a third-party processor and charge the transaction fee to the customer. The current public material does not identify a different flat fee or a 2026 card-network surcharge.
