Pay Eastern Municipal Water District (EMWD)

The direct portal is the fastest route when it is available. The provider identifies its payment gateway as KUBRA is identified by EMWD as its bill-payment vendor. The customer-facing MyAccount portal is hosted at myaccount.emwd.org.. Never enter account credentials into a lookalike site reached through an unsolicited message.

(951) 383-6055 is EMWD’s automated Pay-by-Phone system, available at any time for balance, due-date, billing-history, payment-history, and payment functions. Customers need a touch-tone phone, account number, telephone number with area code, and a Visa or MasterCard card or checking/savings account. General Customer Service is 1-800-426-3693, Monday–Friday 8:00 a.m.–5:00 p.m.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

Pay by text

EMWD does not publish a keyword, short code, or standalone SMS text-to-pay enrollment flow. MyAccount can send text and email notifications about payment status, usage, and impending nonpayment disconnection, and customers manage notification preferences after registering with their account number. Actual payment is completed through MyAccount, Quick Pay, Pay-by-Phone, mail, or an authorized payment center; EMWD warns that unsolicited callers and peer-to-peer payment requests such as Zelle, Venmo, or PayPal are not official payment methods.

Mail-in address

Eastern Municipal Water District, PO Box 845484, Los Angeles, CA 90084-5484. EMWD identifies this as the current payment lockbox address and warns customers to update saved bill-payment records because it is a new payment address. General administrative and physical-office address: 2270 Trumble Road, Perris, CA 92570.

The EMWD Main Office, 2270 Trumble Road, Perris, CA 92570, accepts payments Monday–Friday 8:00 a.m.–5:00 p.m.; an after-hours drop box is located at the office entrance. Authorized retail centers may charge their own transaction fee, and EMWD does not credit the account until payment posts; customers should retain receipts.

What you can use online

EMWD accepts Visa, MasterCard, American Express, and electronic check through the MyAccount/KUBRA portal. AutoPay may draw from a designated checking account, savings account, or credit card. Pay-by-Phone accepts Visa or MasterCard and checking/savings information. EMWD does not identify Apple Pay, Google Pay, Zelle, Venmo, or PayPal as accepted bill-payment instruments.

Convenience fees

No convenience fee is charged for EMWD payments made online, in person at EMWD, or through the official Pay-by-Phone system. An independent or unauthorized payment center may charge its own transaction fee; EMWD states it is not responsible for that fee and will not refund or credit it.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by Eastern Municipal Water District (EMWD) and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.

Never send your account number, password, card details, or bank information to Water Ledger. Those details belong only on the provider’s verified payment channel or at an authorized counter.
