Rowland's InvoiceCloud portal provides a Paying by Text enrollment option. Register or sign in through the Rowland customer portal, choose the text-payment feature, verify the mobile number and account, accept the authorization terms, and use the instructions sent by InvoiceCloud for future payment prompts. The utility does not publish a separate Rowland keyword in its public page; follow the account-specific InvoiceCloud enrollment flow and independently confirm any payment request. If service is disconnected, Rowland requires payment in person during normal office hours before restoration.

Rowland Water District, PO Box 513225, Los Angeles, CA 90051-3225. Mail the bill payment stub with a check or money order in the courtesy envelope, include the account number, and do not mail cash.

Counters, drop boxes, and office hours

Payments may be made at the Rowland Water District office, 3021 Fullerton Road, Rowland Heights, CA 91748. Office hours are Monday through Thursday, 7:15 a.m. to 4:30 p.m.; Friday hours are 7:15 a.m. to 3:30 p.m., with the office closed on alternating Fridays according to the published 2026 calendar. The office accepts cash, check, money order, Visa, Discover, or MasterCard. A parking-lot drop box accepts checks and money orders after hours, weekends, and holidays; payments received after 7:15 a.m. are processed the next business day. Disconnected customers must pay in person during normal business hours for restoration.

Convenience fees

The reviewed Rowland payment pages identify InvoiceCloud and list accepted instruments but do not state a universal 2026 online card, wallet, or eCheck convenience fee. Check the final InvoiceCloud confirmation for any disclosed processing charge. The district's late-payment rules apply regardless of whether a third-party bank bill-pay transfer is delayed.
