Provider-specific review
What the public record says about a leak adjustment
YLWD allows a one-time adjustment request for a leak on the customer side of the meter. The customer must provide proof that the leak was repaired; YLWD staff must verify that the meter read was accurate and that usage returned to the normal seasonal trend; and at least five years must have passed since the connection’s last one-time adjustment. If those conditions are satisfied, the General Manager may determine normal usage by averaging the customer’s usage trend, identify whether the billing-period supply was imported water or groundwater, calculate extra units above the normal average at the applicable source-cost rate, and charge the customer the actual source cost for the excess units rather than the normal retail charge. Penalties or fees may be waived if the adjustment is sought and offered within 30 days after the bill was received. A General Manager decision may be appealed to the Board within 30 days. Swimming-pool filling is specifically excluded.
