The direct portal is the fastest route when it is available. The provider identifies its payment gateway as CustomerConnect / NorthStar customer portal; the public City page brands the service CustomerConnect and uses the nscc-web.gjcity.org host but does not state a separate contract-vendor name.. Never enter account credentials into a lookalike site reached through an unsolicited message.

Mail, text, and in-person payment instructions

Pay by text

Grand Junction’s NotifyMe alert system can send email or text notices about water clarity or outages, but the current utility-billing page does not publish text-to-pay enrollment or a payment keyword. Customers should enroll in City alerts for operational notices and use CustomerConnect or the official phone line for payments.

Mail-in address

City of Grand Junction Utility Billing, P.O. Box 1809, Grand Junction, CO 81502. Mail payments should be check or money order; customers should include the account number and remittance information from the statement.

Counters, drop boxes, and office hours

In-person payment is available at the Customer Service department, 910 Main Street, Grand Junction, CO 81501, with cash, check, or money order listed as free payment types. The City also provides a drive-up drop box on Fifth Street in front of the Alpine Bank Building and a drive-up/walk-up drop box on the east side of 910 Main Street near Ninth and Main; drop boxes accept on-time checks only and no cash. The current page does not publish the counter’s daily hours, so customers should call (970) 244-1579 before visiting.

CustomerConnect supports credit-card and eCheck payments, including one-time online payment and automatic credit-card payment. Automatic checking/savings draft is free. Online financial-institution bill pay is also available, subject to the bank’s terms. The current page does not identify Apple Pay, Google Pay, PayPal, or Venmo.

Convenience fees

The City’s 2026 payment table lists a $2.19 charge for automatic credit-card payment, one-time online credit-card or eCheck payment, and phone credit-card/eCheck payment. Automatic checking or savings draft is free; in-person payment is free; mailed payment incurs postage; financial-institution bill pay varies.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Grand Junction Utilities – Utility Billing and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
