Westminster’s 2026 water bill assistance program provides a $300 residential bill credit, applied as $25 per month over a 12-month period, for households meeting the published income guidelines of 60% of area median income; residents already qualifying for LEAP automatically qualify for the bill-credit program. A hardship program can provide one-time credits after a bill has been unpaid for at least 35 days, and a leak-repair program is free for qualifying homeowners. The emergency and essential repair program can provide up to $5,000 for eligible owner-occupied home repairs, including plumbing and water heaters.
