Use the provider’s verified online, telephone, mail, or counter instructions. Check the final confirmation screen for the amount, processing date, and any transaction fee before submitting.

Use the official payment portal

The direct portal is the fastest route when it is available. The provider identifies its payment gateway as KUBRA EZ-Pay for guest/card/bank payments; MyHQ is the MDC self-service account portal.. Never enter account credentials into a lookalike site reached through an unsolicited message.

860-278-7850; press 4 reaches customer service and billing/payment assistance, while press 1 is the 24/7 Command Center for sewer emergencies. The reviewed MDC pages do not identify a separate automated payment number apart from the main IVR.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

Mail, text, and in-person payment instructions

Pay by text

MDC Pay-By-Text is enrolled through KUBRA EZ-Pay Guest Checkout: make a one-time payment, then select “Activate Pay-By-Text Now” after the successful payment. Credit card, debit card, or bank-account payment methods can be used. A reminder text arrives five days before the due date with the amount and secure code; full-balance payment is required, payments process in about one-to-two business days, and each Pay-By-Text transaction carries a $1.95 fee. Text STOP to unenroll and re-enroll through a new Guest Checkout payment if the payment method or phone number changes.

Mail-in address

The 2026 MDC bill insert identifies payment by mail at The Metropolitan District, P.O. Box 5535, Binghamton, NY 13902-5535. Customers should include the remittance stub and allow posting time; the reviewed insert and payment pages do not recommend mailing cash.

Counters, drop boxes, and office hours

The MDC’s published 2026 payment materials identify retail cash payment locations at 555 Main Street, Hartford, CT 06103, and 60 Murphy Road, Hartford, CT. Cash-only retail availability and current counter hours should be confirmed with Customer Service at 860-278-7850; the central MDC address is 555 Main Street and regular billing customer-service hours are Monday-Friday 8:00 a.m.-4:00 p.m. The MDC also provides MyHQ, MDC Pay, EZ-Pay, mail, and phone channels; the reviewed pages do not publish a complete counter list for every member town.

What you can use online

MyHQ offers no-fee one-time payments and AutoPay, while MDC Pay uses the same MyHQ credentials. KUBRA EZ-Pay accepts credit cards, debit cards, or bank-account debits; Pay-By-Text accepts the same three categories. Paperless billing and payment history are available through MyHQ.

Convenience fees

MyHQ one-time payments and AutoPay are advertised with no fees. KUBRA EZ-Pay card, debit, and bank-account transactions state that fees apply, but the reviewed page does not publish one universal fee; Pay-By-Text specifically charges $1.95 per transaction.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by The Metropolitan District Commission (MDC) and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.

Never send your account number, password, card details, or bank information to Water Ledger. Those details belong only on the provider’s verified payment channel or at an authorized counter.
