Pay by text

Cape Coral’s Resident Access portal supports daily usage monitoring, alerts, autopay, and contact-information updates, but the current public payment pages do not publish a text-to-pay keyword, shortcode, or opt-in payment workflow. Customers should create the City portal profile and confirm whether alerts are usage notifications only or include an active payment link.

Mail-in address

City of Cape Coral, P.O. Box 31526, Tampa, FL 33631-3526. Mail the payment stub with a check or money order and include the customer and account numbers on the check; no cash should be mailed.

Counters, drop boxes, and office hours

Customer Billing Services is located on the first floor of Cape Coral City Hall, 1015 Cultural Park Boulevard, Cape Coral, FL 33990. The published customer-service and lobby hours are Monday–Friday 7:30 a.m.–4:30 p.m., excluding City holidays. Customers can pay at the counter with the instruments accepted by the City’s billing office; the current pay page emphasizes in-person counter service, phone payment, and online payment. Contact (239) 574-7722 before visiting to confirm current card, check, money-order, cash, and drop-box procedures. The City also publishes an after-hours main-break line, not a payment line.

Cape Coral’s automated phone system accepts the payment methods enabled in the account and is advertised without an additional charge; the public payment page does not list all card brands in its summary.

Convenience fees

The automated phone system is advertised as having no additional charge. The City’s current Resident Access/payment pages do not publish a universal online card percentage or flat convenience fee; any processor charge displayed at portal checkout should be treated as the controlling 2026 amount.

The safest payment path is the one published by City of Cape Coral Utilities – Water, Wastewater and Irrigation and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
