The direct portal is the fastest route when it is available. The provider identifies its payment gateway as Tyler Enterprise ERP / Tyler utility billing portal, launched during the July 2026 system migration. Never enter account credentials into a lookalike site reached through an unsolicited message.

Telephone payment

Phone IVR

561-243-7100, the 24-hour pay-by-phone IVR. The City states there is no fee for the IVR itself and a minimum $10 transaction applies; phone e-check and card payments may also carry the post-July-28, 2026 $0.50 phone transaction fee.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

Mail, text, and in-person payment instructions

Pay by text

No pay-by-text keyword or short-code enrollment sequence is published. Customers can enroll in e-billing and receive an email on the bill date with a secure payment link; the Tyler portal stores billing history and supports online account/payment features.

Mail-in address

City of Delray Beach Water, P.O. Box 288242, Tampa, FL 33630-8242. Mail the full amount due with the payment stub, make the payment payable to City of Delray Beach, write the account number on the check or money order, and do not send cash.

Counters, drop boxes, and office hours

City Hall cashiers, first floor, 100 NW 1st Avenue, Delray Beach, FL 33444, Monday–Friday 8:00 a.m.–5:00 p.m. A drop box is located directly in front of City Hall; during the July 20–27, 2026 migration closure, only drop-box checks and mail checks were accepted and no cash was permitted. The City lists cash, check, money order, and Mastercard, Visa, Discover, and American Express at the cashier.

Tyler’s portal supports e-check/ACH and credit-card payment; the City also offers automatic bank drafting at no additional service cost when the customer submits the agreement, voided check, and driver’s-license copy. The public 2026 notice specifies e-check and credit-card channels; digital wallets are not identified.

2026 transaction pricing

Convenience fees

Starting July 28, 2026, e-check payments cost $1.95 per transaction; credit-card payments cost 3.25% with a $2.50 minimum. E-check and credit-card payments by phone add $0.50 per transaction. The City waived late fees during the July 20–August 7, 2026 transition period; that was a temporary migration exception.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Delray Beach Water Utilities Department – Utility Billing Division and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
