Billing frequency
Quarterly for customers on the quarterly schedule; the City says meters for quarterly customers are read approximately every 90 days, bills cover the prior period, and the bill is due upon receipt. The fees schedule also contains monthly and quarterly calculations for different account classes.
Rate structure
Consumption-based increasing block tiers, with separate schedules for residential, apartment, commercial, sprinkler, mobile-home, and City-water accounts. FY 2025–26 rates effective October 1, 2025 increased water charges 8.40% and sewer charges 8.60%. Residential water tiers are $2.67 per thousand gallons for 0–5,000 gallons, $3.74 for 5,001–12,000, $4.79 for 12,001–20,000, and $5.33 above 20,000; quarterly thresholds are scaled to 15,000, 36,000, and 60,000 gallons.

Wastewater and sewer calculation
The published sewer consumption rate is $6.41 per thousand gallons for all usage, multiplied by 85%; the schedule displays this as usage × $6.41 × 85%. A separate sewer base charge applies by meter size, with a 3/4-inch residential base of $24.52 per month or three times that amount for a quarterly calculation. The City’s public rate table does not describe a winter-average sewer cap.
Meter reading
For quarterly customers, the City says meters are read approximately every 90 days and bills reflect the preceding period. The public customer pages do not identify the meter manufacturer or confirm AMI/AMR hourly telemetry; the published service guidance instead directs customers to check the meter dial for movement when investigating high consumption. Meter access should be maintained for accurate final readings, and customers moving should provide at least two business days’ notice for service needs.
New-account deposit
For residential accounts inside city limits, the refundable deposit is $45 per unit for an owner and $180 per unit for a tenant; outside city limits it is $35 for an owner and $140 for a tenant. Commercial deposits vary with a $100 minimum. A $10 processing fee applies to each new account. Owners provide identification and proof of ownership; tenants provide identification, a lease or notarized affidavit, owner authorization, and any required Certificate of Use. The deposit is generally applied against the final bill, and the City says any remaining credit is refunded after closing; an owner may request a higher tenant deposit. The current public page does not publish a credit-check waiver or automatic good-payment refund schedule.
Activation or transfer fee
The published new-account processing fee is $10. All new accounts must be opened in person during the City’s stated Utility Billing hours, generally Monday–Friday 8:00 a.m.–5:00 p.m. with cashier service through 4:00 p.m.; the application process also requires the applicable deposit and identity/ownership or tenancy documents. A tenant transferring to another address must pay the current account in full before a new account can be opened. The City does not publish a separate additional turn-on or transfer fee beyond the $10 processing fee.
