Pay by text

Register at the City’s InvoiceCloud customer portal after the account is established. The portal supports pay-by-text notifications and payment by text, payment reminders, paperless billing, scheduled payments, and autopay. The public Palm Bay pages do not publish a separate keyword or short code; customers should opt in from the official portal and use only the enrolled number.

Mail-in address

The public Palm Bay billing page emphasizes portal, telephone, and customer-care payment methods but does not expose a dedicated remittance P.O. Box in the current HTML. For a check or money order, customers should use the remittance address printed on the current utility bill or contact Utilities Customer Care at 321-952-3420 before mailing; do not infer that the City Hall street address is a mail-processing address.

Counters, drop boxes, and office hours

Utilities Customer Care is located at the City Hall Annex, 120 Malabar Road SE, Palm Bay, FL 32907. Current published customer-care hours are Monday through Wednesday 8:00 a.m.–5:00 p.m., Thursday 9:30 a.m.–5:00 p.m., and Friday 8:00 a.m.–5:00 p.m. The City’s payment page directs customers to the portal or automated phone line for 24/7 payment; it does not publish a universal counter-payment fee schedule, so customers should confirm whether cash, check, money order, or card is accepted at the counter before visiting.

Convenience fees

Beginning June 22, 2026, Palm Pay Utilities applies a 3.5% fee with a $2.95 minimum to credit/debit card payments and a flat $1.95 fee to electronic-check/ACH payments. The fee is a processor charge rather than City revenue, and customers should review the checkout screen for the current total.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

The safest payment path is the one published by City of Palm Bay Utilities – Water and Wastewater and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
