The direct portal is the fastest route when it is available. The provider identifies its payment gateway as InvoiceCloud; the City’s former Paymentus utility portal stopped accepting transactions in January 2026.. Never enter account credentials into a lookalike site reached through an unsolicited message.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

Mail, text, and in-person payment instructions

Pay by text

Register the utility account through the City’s InvoiceCloud portal. The portal provides a pay-by-text registration guide and a pay-by-text workflow, along with autopay, paperless billing, recurring scheduled payments, and account linking. The public portal does not publish a separate keyword or short code; customers should opt in from the logged-in InvoiceCloud account and keep the mobile number current.

Mail-in address

The City’s current public pages do not expose a separate utility remittance P.O. Box. Mail payments using the address printed on the current bill or contact Utility Billing at (850) 872-3166 before mailing. Utility Billing’s physical location is City Hall, 501 Harrison Avenue, Panama City, FL 32401.

Counters, drop boxes, and office hours

Utility Billing customer service is at City Hall, 501 Harrison Avenue, Panama City, FL 32401, Monday through Friday 8:00 a.m.–5:00 p.m.; new-account on-site applications are processed weekdays between 8:00 a.m. and 4:30 p.m. Utility payments may be made at the billing counter and in the after-hours drop boxes located at City Hall. Payments can also be made by mail or bank draft. Customers receiving a disconnect notice should contact the billing department after payment so the account can be matched to the notice.

InvoiceCloud accepts Visa, Mastercard, American Express, Discover, PayPal, PayPal Credit, Venmo, Google Pay, Apple Pay, and e-check/ACH. The City also supports automatic checking/savings withdrawals and recurring scheduled payments.

Convenience fees

The City’s current InvoiceCloud payment page lists a $1.75 service fee for online credit/debit-card transactions and no service fee for ACH/EFT e-check payments. InvoiceCloud’s portal also states that a separate $0.50 fee is added to payments made by phone. Multiple bills can be combined to reduce card transaction fees.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Panama City Utilities Division – Water, Wastewater and Garbage and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
