What the public record says about a leak adjustment
West Palm Beach provides a Leak Credit Request process governed by City Ordinance #4819-18 and Section 90-06 of the Code. A customer should first contact Utility Customer Service about the abnormal bill, repair the customer-side leak promptly, retain the certified-plumber or other repair documentation requested by the City, and submit the Leak Credit Request form for review. Under the ordinance, when a customer-side leak was not caused by the customer’s act or omission and was repaired within seven days after discovery of the leak or receipt of the bill, the City may adjust 100% of water and wastewater charges above the customer’s average billing. The average is calculated from at least four months and no more than twelve months of prior billing, subject to the ordinance and City review; approval is not automatic merely because consumption was high.
