Delinquency and service protection

Understand the shut-off process before it reaches your door

The safest time to ask about a past-due balance, payment arrangement, or hardship protection is before the final notice. This page translates the provider’s published rules into a practical checklist.

Notice and timing

How delinquency is handled

Grace period after the due date

The City does not publish a fixed grace-day count. A $5.00 late fee applies when the bill is not paid by the original due date, and the monthly cutoff date varies; the exact date appears in the message-center block at the bottom of each bill.

Late-fee calculation

A flat $5.00 late fee is charged after the original due date. Customers placed on the delinquency cutoff list are charged $15.00, plus another $25.00 if reclaimed-water service exists, whether or not the service is physically disconnected; those charges appear on the next monthly bill.

Disconnection timeline

Cutoff dates change monthly and are printed on the customer bill. After payment is received, restoration usually occurs the same day between noon and 6:00 p.m., although the City warns that a 24-hour restoration window may apply depending on when payment arrives.

Statutory warning protocol

What notice should you expect?

Winter Garden does not publish a universal color-coded notice or automated-call sequence. The cutoff date and customer message are printed on each monthly bill, and the delinquency-list service charge applies whether or not a physical shutoff occurs. Customers should call Utility Billing before the printed date if payment arrangements are needed.

If a notice seems wrong

Document the account balance, payment confirmation, notice date, and any household medical or accessibility concern. Then call the provider using the contact information on its official bill or profile before the stated deadline.

Restoring service

Reconnection costs and timing

The City publishes a $15 delinquency cutoff service charge, plus $25 for accounts with reclaimed water, regardless of physical disconnection. It does not publish a separate after-hours reconnection surcharge; restoration generally occurs noon-6:00 p.m. the same day or within 24 hours.

Need a payment arrangement?

Ask before the shut-off date

Tell the customer-service representative that you are responding to a delinquency notice and ask specifically about installment plans, hardship protection, charity referrals, and the amount required to stop the disconnection order.

Customer protection guide

What to do when a bill becomes urgent

A delinquency notice from City of Winter Garden Utility Billing Department should be treated as a time-sensitive account document. Read the exact due date, amount required, notice method, and contact instructions on the notice, then compare them with the provider details in this guide.

If you have already paid, gather the confirmation number and posting date. If you cannot pay the full amount, call before the stated shut-off date and ask about arrangements, hardship protections, agency referrals, and the minimum amount needed to pause action.

Keep the conversation specific: ask what will stop the order, when the payment must post, whether a reconnection fee applies, and whether the utility requires a separate request for medical, accessibility, or household-protection status.
