Pay Emerald Coast Utilities Authority (ECUA) – Water and Wastewater

Use the provider’s verified online, telephone, mail, or counter instructions. Check the final confirmation screen for the amount, processing date, and any transaction fee before submitting.

Use the official payment portal

The direct portal is the fastest route when it is available. The provider identifies its payment gateway as Click2Gov for the account portal; ECUA's enhanced online bill-pay materials also identify a separate current payment service with ACH/card payments and the MyECUA app.. Never enter account credentials into a lookalike site reached through an unsolicited message.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

Mail, text, and in-person payment instructions

Pay by text

ECUA's enhanced online bill-pay announcement states that customers can receive a text when a new bill is generated and pay directly from the text, and can configure email/text due-date notifications. The official announcement does not publish a keyword, short code, or step-by-step SMS opt-in string; customers should enroll through the ECUA online bill-pay account or call (850) 476-0480 for account-specific setup.

Mail-in address

ECUA, P.O. Box 17089, Pensacola, FL 32522-7089. ECUA's current public materials also identify the administrative/customer-service address as 9255 Sturdevant Street, Pensacola, FL 32514; use the P.O. Box for mailed bill payments and include the bill stub/account number.

Counters, drop boxes, and office hours

The ECUA Customer Service Office is at 9255 Sturdevant Street in the Ellyson Industrial Park, Pensacola, FL 32514. Customer-service hours are Monday–Friday 8:30 a.m.–5:00 p.m.; drive-through service is available. ECUA accepts payments at its office and provides night-deposit boxes for checks or money orders, not cash. The Authority's payment materials also list current-account payments at participating Hancock Whitney Bank branches, generally by cash, check, or money order with the bill stub; customers should verify branch participation before relying on that option.

Accepted digital instruments

What you can use online

ECUA's current enhanced service accepts credit/debit cards and direct bank transfers (ACH), for one-time or recurring payments. The legacy/current payment instructions also identify Visa or Mastercard card payments and a pre-authorized checking (PAC) program. Checks and money orders remain available by mail, drop box, office, and approved bank branch; the MyECUA app supports bill payment and service requests.

Convenience fees

The current 2025–2026 residential brochure says a 2.9% credit-card convenience fee applies to online or phone bill payment. The enhanced payment announcement describes card and ACH options but does not state a different ACH fee; customers should review the live checkout disclosure for any processor-specific ACH charge. The older E-Z Pay documentation listed a $1.45 fee, but the 2.9% current brochure is the better 2026-facing value.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Payment guidance

Choose the payment channel that fits your deadline

The safest payment path is the one published by Emerald Coast Utilities Authority (ECUA) – Water and Wastewater and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.

Never send your account number, password, card details, or bank information to Water Ledger. Those details belong only on the provider’s verified payment channel or at an authorized counter.
