Leak relief and household assistance

A high water bill may have a path to review

Hidden plumbing failures can produce an alarming bill before the problem is visible. This guide separates what Hillsborough County Water Resources Department publicly describes from the practical steps every customer can take while requesting help.

Provider-specific review

What the public record says about a leak adjustment

A customer must repair the leak and submit documentation, such as receipts or other proof of repair. The billed usage must be at least twice the customer's average usage for the prior year; the account must have at least three months of service at the premise; the customer must not have received a leak adjustment during the prior year; and usage must return to normal on the monthly read following the repair. The program excludes landscaping or new-sod irrigation, garden hoses, spigots and faucets, alternative-water cross-connections, irrigation wells or ponds, and pool repairs. The adjustment is applied as a credit against future bills, and Water Resources may require repair verification and issue a written decision within 60 days. The customer remains responsible for bills while the claim is reviewed, and the account generally must be current; if the balance exceeds the average monthly payment, a payment extension may require 30% down plus current bills.

Utility assistance

Customer assistance and eligibility

The Water and Wastewater Hardship/Affordability Assistance Discount reduces the base facility charge by $2.50 per month for water and $2.50 per month for wastewater, for a maximum combined discount of $5 per month. It is limited to an individually metered single-family primary residence, one discount per account, an account holder's name, current account status, and income eligibility under County Social Services and HHS poverty guidelines. Applicants provide household Social Security-number verification, adult identification, documents for minors, a current federal 1040, and the current water bill. Approval is required, the customer must reapply annually, and the County gives advance notice before expiration. Payment plans and Credit Management assistance are also available through (813) 307-1000 extension 43800.

State and federal connections

Where to ask for broader aid

The current County pages reviewed do not publish a dedicated direct LIHWAP or state water-assistance application URL. The local hardship program uses County Social Services/HHS poverty criteria, while customers with arrears can request payment-plan or Credit Management help. County customer-resources material also points to conservation support through the Southwest Florida Water Management District WISE program. For broader household aid, customers should use local 211/Florida assistance referrals and confirm current program eligibility; no guaranteed federal water-bill pass-through was identified on the current utility pages.

Build the file before asking Hillsborough County Water Resources Department for relief

A high bill can have several causes, including a hidden plumbing failure, irrigation use, a meter issue, a change in occupancy, or a rate adjustment. The provider’s leak policy determines whether any credit is available; an unusually high bill does not automatically qualify.

Keep a dated record of the reading, the suspected source, the repair, the contractor or parts receipt, and the return to normal use. Ask whether the utility requires a specific form, a licensed repair, a meter test, photos, or a request within a fixed number of days.

For income-related difficulty, ask about local assistance, payment arrangements, state programs, and community referrals separately from a leak adjustment. These programs often use different applications, documents, funding limits, and deadlines.
