A no-cost investigation is available when the bill is unusually high or consumption has increased at least 50% over the average quarterly consumption; the department examines the meter and box and visually checks the property. For a concealed or underground leak, the two-page request must be complete, signed, and submitted within 30 days after WASD’s bill, letter, or doorhanger notification of unusually high use. Repairs must be final before filing. The customer must attach a contractor invoice or a detailed repair statement plus purchase receipt for minor self-repairs, before-and-after photographs showing the repair location, and any required license or third-party work-order evidence; WASD may inspect before the repair is covered and may deny the request if the meter is still registering unexplained use. Prior balances must be paid and a partial payment equal to the average bill submitted; processing may take up to 60 days. The form describes a once-per-lifetime 100% concealed-leak adjustment for one billing cycle when consumption exceeds six times the prior-year average quarterly consumption, if the customer signs the election before submission, and it states a $30 administrative processing fee. The department does not promise a general percentage credit for every leak.

WASD Cares is Miami-Dade County’s locally administered hardship fund. It is financed by voluntary contributions and managed with the Community Action and Human Services Department; qualified customers may receive up to $250 toward a water and sewer bill once in a 12-month period when application rounds and funds are available. The County has historically publicized applications through the CAHSD webpage and its Community Resource Centers, and current public pages emphasize that funding availability controls when applications open. WASD also provides payment extensions through the online account, payment arrangements in appropriate cases, pool/sewer credits, and the concealed-leak and one-time lifetime credits described in its adjustment materials. No separate current senior, disabled-veteran, or percentage-based residential rate discount is published by WASD in the reviewed 2025–26 materials.

WASD has worked with Miami-Dade County finance, public engagement, and CAHSD to apply state and federal assistance to customer accounts. The County’s FY 2025–26 business-plan material reports that prior federal LIHWAP funding helped approximately 17,234 eligible customers and that WASD received more than $19.7 million of Florida’s allocation; that completed funding round should not be assumed to be open in 2026. Customers should monitor the Miami-Dade WASD/CASHD assistance pages and Florida’s Community Action or Department of Children and Families channels for any replacement water-assistance or energy-assistance round, and coordinate an agency payment with WASD so it is posted to the correct account. The local fallback is the WASD Cares program, whose availability and eligibility are announced through the County’s CAHSD network rather than guaranteed on every bill.
