Billing and account research from public material
Provider-specific research notes are displayed separately from fields that contain only an unavailable-information marker. Read qualifiers in each note and verify current account terms with the provider.
- Billing frequency
- Typically quarterly for retail accounts, although WASD also maintains monthly accounts for some customers or account circumstances. The public account page expressly describes bills as typically sent quarterly and uses the quarterly average for high-bill investigations and leak-credit calculations.
- Rate structure
- Inclining conservation block structure. For the common 5/8-inch residential meter under the FY 2025–26 schedule effective October 1, 2025, the $5.06 monthly meter charge includes the first 3 CCF/2,244 gallons; usage from 4–17 CCF is $4.0995 per CCF and 18 CCF or more is $9.9162 per CCF. A South Florida Water Management District restriction surcharge can apply to 18 CCF and above and varies with the restriction phase.
- Residential cost reference
- Using the current 5/8-inch residential schedule and 5,000–7,000 gallons per month (about 6.7–9.4 CCF), the estimated combined water and wastewater charge is approximately $59–$92 per month before applicable taxes, SFWMD restriction surcharges, and non-utility charges. The calculation includes the $5.06 water meter charge plus usage above 3 CCF and the $8.61 wastewater base plus wastewater usage above 3 CCF; actual quarterly bills vary with the read interval and consumption.
- Wastewater and sewer calculation
- Wastewater is billed separately but on the same metered consumption basis. The common 5/8-inch account has an $8.61 monthly wastewater base that includes 3 CCF/2,244 gallons, then $8.1673 per CCF for 4 CCF and above under FY 2025–26 rates. WASD generally bills quarterly and uses the water meter consumption to calculate wastewater. For a monthly account, the concealed-leak form says a leak adjustment is limited to the sewer portion rather than the water loss; customers must submit the completed form, final repair evidence, photographs, and invoice, and a $30 administrative processing fee applies to the lifetime concealed-leak request.
- Meter reading
- WASD currently operates a mixed system. The County’s 2025 AMI procurement record says most existing meters are from multiple manufacturers and are read manually on a quarterly or monthly schedule depending on the account, while an AMI deployment using Sensus (Xylem) serves roughly 4,800 accounts in Miami Springs and Fisher Island. The same record describes a turnkey advanced-metering-infrastructure conversion intended to expand smart-meter coverage. Customers can read the physical register near the curb and compare it with the bill; the online account can display consumption, but WASD does not publish a universal hourly-read promise or a single systemwide AMI completion date.
- New-account deposit
- The FY 2025–26 fee schedule makes a residential deposit depend on credit analysis and payment history; the schedule states that the amount is based on 2.5 times anticipated monthly billing or 1.5 times anticipated quarterly billing, with a $50 minimum. Commercial deposits are listed as $0–$100 depending on the monthly or quarterly account category, and deposits do not earn simple interest. A first-time account may also carry a $50 deposit in the new-service guidance, refundable after two years of good payment history, while the general schedule and account history control for an established service. If an account is terminated after disconnection, WASD requires a newly assessed deposit in addition to all outstanding charges. A field visit needed to connect or obtain a meter can add $35; new-meter installation and connection charges are separate.
- Activation or transfer fee
- The current FY 2025–26 fee schedule lists $10.00 for opening or transferring an account on the billing system, plus an additional $35.00 if a field visit is required to connect the water meter or obtain a meter reading. New-service customers can also incur a separately scheduled 5/8- or 3/4-inch meter installation fee of $145, connection charges, municipal permit/restoration charges, and any first-time deposit. WASD’s self-service application bills applicable fees, charges, and deposits on the first bill and asks customers to allow approximately 2–5 business days for processing.
