What the public record says about a leak adjustment
Under Orange County Board Resolution 2025-M-19, customers with 5/8-by-3/4-inch meters and all residential customers regardless of meter size who experience unusually high water or reclaimed-water usage with a corresponding bill spike may request an adjustment. The customer must complete the Leak Adjustment Request Form, attach the requested documentation and repair information, submit it within 60 days of the unusual consumption date, and allow Orange County Utilities staff to investigate and verify the circumstances. Adjustments are available no more than once annually, may cover water/reclaimed-water usage and potentially wastewater, and are calculated using the customer’s prior 12-month average under the form’s rules. The customer must pay the bill in full while the request is processed unless the County approves a documented payment arrangement; only the person named on the account may make the partial-payment arrangement in person or work with a supervisor by phone.
Stop the loss

Save dated invoices, parts receipts, photographs, and meter readings.
Request review
Submit the request promptly and keep paying any undisputed amount.
