Pay Pinellas County Utilities

Use the provider’s verified online, telephone, mail, or counter instructions. Check the final confirmation screen for the amount, processing date, and any transaction fee before submitting.

Primary online route

Use the official payment portal

The direct portal is the fastest route when it is available. The provider identifies its payment gateway as Pinellas County Utilities Customer Portal; the public pages do not identify a separate payment-gateway vendor. Never enter account credentials into a lookalike site reached through an unsolicited message.

Mail, text, and in-person payment instructions

Pay by text

The portal supports text, email, or phone notifications for billing reminders, payment confirmations, high usage, and leak alerts. Pinellas County does not publish a text-to-pay keyword or shortcode; text is used for account notifications rather than submitting payment by SMS.

Mail-in address

Pinellas County Utilities, Attention: Adjustments or Business & Customer Services, P.O. Box 1780, Clearwater, FL 33757-1780. Routine bill payments should use the pre-addressed envelope enclosed with the bill; the County warns that mailing payment does not prevent a late fee if it is not received and credited by the due date.

Counters, drop boxes, and office hours

The Payment Processing Center lobby is at 14 S. Fort Harrison Avenue, Clearwater, FL 33756, open Monday–Friday 8 a.m.–5 p.m. Customers may use the County drop box at that address, the General Maintenance Division drop box at 6730 142nd Avenue, Largo, FL 33771, and the St. Pete Beach City Hall parking-lot drop box at 155 Corey Avenue, St. Pete Beach, FL 33706; do not deposit cash in drop boxes. Authorized Amscot locations accept cash or checks with a $2 transaction fee. Walk-in cash and check payments have no fee, while walk-in card payments are charged by the $250 increment.

What you can use online

Customer Portal one-time payments by bank account/electronic check or credit/debit card; guest pay; scheduled future payments; AutoPay from checking or savings; automated IVR card payment; bank transfer with no fee; and paperless billing. Visa, MasterCard, Discover, and American Express are accepted where the portal/IVR presents the card option.

2026 transaction pricing

Convenience fees

$2.95 per $250 increment for Customer Portal credit/debit-card payments; $1.00 per $50,000 increment for Customer Portal electronic-check payments. The same $2.95-per-$250 card increment applies to IVR payments. Automated bank transfer, mail check, drop-box check, walk-in cash, and walk-in check have no processing fee; Amscot charges $2 per cash or check transaction.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Payment guidance

Choose the payment channel that fits your deadline

The safest payment path is the one published by Pinellas County Utilities and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.

Never send your account number, password, card details, or bank information to Water Ledger. Those details belong only on the provider’s verified payment channel or at an authorized counter.
