Leak-adjustment policy
Toho maintains a bill-questions process and accepts customer-specific bill reviews at waterbillquestions@tohowater.com. Its 2025 billing-response material says irrigation consultations are available through the Toho irrigation-help request form and that bill adjustments may be available for certain planned or unplanned events. Utility assistance program
The Toho Assistance Program (TAP) is a $150,000 authorized annual assistance fund operated with the Osceola Council on Aging. It prioritizes income-eligible customers whose service is disconnected or threatened with disconnection, plus households with elderly or disabled residents or children under 18. State and federal aid connection
TAP is a local Toho/Osceola Council on Aging program rather than a federal benefit.
