The provider identifies its payment gateway as Bill2Pay / SchedulePayment for the registered 18-digit-account portal; InvoiceCloud is identified in Toho customer materials for credit-card and e-check processing for legacy 8- or 9-digit accounts.. (407) 944-5000 is the 24-hour automated line for 18-digit accounts. Customers with legacy 8- or 9-digit accounts use (407) 957-7344 and the phone-payment option.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

Mail, text, and in-person payment instructions

Pay by text

Toho’s customer payment materials state that customers can register through the online billing portal for pay-by-text. Enrollment requires the account information requested by the portal and a mobile number capable of receiving text messages; after opt-in, the customer can receive payment reminders and use the text-payment workflow. Toho’s public material does not publish a separate keyword or short code, so customers should begin enrollment from the official Toho portal rather than replying to an unverified message.

Mail-in address

For 18-digit accounts, mail a check or money order with the remittance stub to Toho Water Authority, P.O. Box 30527, Tampa, FL 33630-3527. Legacy 8- or 9-digit accounts use Toho Water Authority, P.O. Box 31304, Tampa, FL 33631-3304. Customers should write the Toho account number on the check and allow postal-processing time.

Counters, drop boxes, and office hours

Toho’s customer information book says its administrative facilities are not equipped to accept ordinary walk-in or drop-box payments. Customers needing counter assistance may use the St. Cloud customer service center at 1300 9th Street, Building A, First Floor, St. Cloud, FL 34769; the published walk-in-center hours are Monday through Friday, 8:00 a.m.–4:00 p.m., with phone service generally available 8:00 a.m.–5:00 p.m. Toho directs cash customers to Amscot or MoneyGram agents, and requires the remittance information; payment-agent fees and limits are separate from Toho charges.

Free electronic check/ACH is available through the online portal and phone system. Visa, Mastercard, American Express, and Discover credit/debit cards are accepted; registered-account card payments may be free while one-time card payments and the Bill2Pay mobile workflow carry the published convenience charge. Bank-draft/autopay and e-billing are also available.

Toho’s published customer materials state that e-check is free. For card payments, the older authority schedule states $1.25 per $100 for the 18-digit-account one-time/Bill2Pay route, while InvoiceCloud materials for legacy accounts state $3.25 per $300 (approximately 1.0833%). Registered online-account card payments may be free. Confirm the fee shown at checkout because Toho operates more than one account-number/payment platform.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by Tohopekaliga (Toho) Water Authority – Water and Wastewater and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
