Pay by text

Enroll in Pay By Text during an online InvoiceCloud payment or by signing into the account and selecting the Pay by Text option. A confirmation message completes enrollment. The service provides bill notifications and a text-payment option; the reviewed City page does not publish a keyword.

Counters, drop boxes, and office hours

The Hub is on the first floor of the Government Center, 115 E. Washington Street, Suite 103, Bloomington, IL 61701. Current posted public hours are Monday-Friday, 8:00 a.m.-4:30 p.m., excluding municipal holidays; payment is accepted by cash, check, credit, or debit card. A 24-hour drive-up drop box is at the southeast corner of Washington Street and East Street and should contain the bill stub and a check. A disconnect-notice customer must call 309-434-2426 to arrange the initial payment rather than using automated online/phone payment.
