The City's 2026 payment instructions publish online Quick Pay, registered Premium Access, phone payment, automatic checking/savings payment, bank bill pay, cash retail barcode payment, and mail/in-person options, but do not publish a regular pay-by-text keyword, short code, or enrollment sequence for utility-bill payment. The water department separately offers text and phone outage alerts, which are service notifications rather than text-to-pay.

Counters, drop boxes, and office hours
The City directs in-person utility payments to the Minneapolis Service Center at the Public Service Building, 505 Fourth Ave. S., Skyway level, Minneapolis, MN 55415. The counter is open 8 a.m.–4 p.m. Monday through Thursday and 9 a.m.–4 p.m. Friday, excluding City holidays. Utility Billing customer-service staff are at Room 620B, 505 Fourth Ave. S., and are available 8 a.m.–4 p.m. Monday–Friday. The current payment page does not publish a definitive desk-by-desk list of accepted counter instruments, so customers should confirm cash, check, or card acceptance before traveling. For cash without an in-person City visit, the City lists CVS, Dollar General, Dollar Tree, Family Dollar, Love's, Office Depot/OfficeMax, and Walgreens barcode locations; the published retail method is free. City service and water-treatment buildings at 4100 Marshall St. NE, Fridley, are not public payment counters.
