The direct portal is the fastest route when it is available. The provider identifies its payment gateway as Paymentus operates the Raleigh Water payment system; the account and bill-management interface is branded Raleigh Water Self-Service.. Never enter account credentials into a lookalike site reached through an unsolicited message.

Paymentus automated phone payments use (888) 905-3169, 24 hours a day, seven days a week, with the account number, service ZIP code, and payment method. Customers can also call Raleigh Customer Care and Billing at (919) 996-3245 for account help and water/sewer emergencies.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

Mail, text, and in-person payment instructions

Pay by text

Raleigh Water does not publish a direct text-to-pay keyword. Raleigh Water Self-Service requires a mobile phone for registration and sends email/e-bill notifications; payment reminders may be delivered through the portal's account communications. Customers should use the official portal or (888) 905-3169 rather than responding to unsolicited payment texts.

Mail-in address

City of Raleigh, P.O. Box 71081, Charlotte, NC 28272-1081. Mail a check or money order with the utility bill stub; Raleigh warns that omitting the stub, using an incorrect amount, or mailing without the required account information can delay manual processing. Do not mail cash.

Counters, drop boxes, and office hours

The Avery C. Upchurch Municipal Complex/Raleigh Municipal Building Revenue Services Lobby, 222 W. Hargett Street, Raleigh, NC 27601, accepts utility payments Monday, Tuesday, Wednesday, and Friday 8:30 a.m.-5:00 p.m., and Thursday 9:15 a.m.-5:00 p.m.; phone 919-996-3200. Official participating locations also include Garner Town Hall, 900 7th Avenue, 8:15 a.m.-1:00 p.m. and 2:00-4:45 p.m.; Knightdale Town Hall, 305 Sugar Magnolia Lane, 8:00 a.m.-5:00 p.m.; Rolesville Town Hall, 502 Southtown Circle, 8:00 a.m.-5:00 p.m.; Wake Forest Town Hall, 301 S. Brooks Street, 8:00 a.m.-3:00 p.m.; Wendell Town Hall, 409 Landing View Lane, 8:00 a.m.-5:00 p.m.; and Zebulon Town Hall, 1003 N. Arendell Avenue, 8:00 a.m.-5:00 p.m. Official locations accept cash, check, money order, Visa, Mastercard, American Express, or Discover and post promptly; other retailers can take days or weeks.

What you can use online

Raleigh Water Self-Service/Paymentus accepts Visa, Mastercard, American Express, Discover, e-check, Venmo, PayPal, and PayPal Credit. Customers can make a one-time payment, save payment methods, schedule a future payment through the due date, set up credit/debit-card AutoPay, or use recurring ACH/bank draft. The phone system accepts Visa, Mastercard, American Express, and Discover; official in-person locations accept the same major cards plus cash, checks, and money orders.

2026 transaction pricing

Convenience fees

Beginning September 1, 2026, a 3% processing fee applies to credit-card, debit-card, and digital-wallet transactions, including PayPal, PayPal Credit, and Venmo. Raleigh says the fee is set by the payment processor and goes to transaction providers rather than the City. One-time or AutoPay e-checks from checking/savings, cash paid at official locations, mailed checks, and in-person checks do not incur this processing fee. Before September 1 the City's current page describes card payments without an added City fee; the September effective date is the controlling 2026 notice.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Payment guidance

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Raleigh Water and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.

Never send your account number, password, card details, or bank information to Water Ledger. Those details belong only on the provider’s verified payment channel or at an authorized counter.
