Mail, text, and in-person payment instructions

MyTOL supports text-to-pay. Customers create or log into a free MyTOL account at https://toledo.cxlive.ai/portal/, verify the water account, store a payment method, and use the portal’s text-to-pay enrollment controls to authorize payment reminders or payment links. Toledo does not publish a separate keyword or short code; the portal/app is the enrollment path. Paymentus Quick Pay can also deliver a cash-payment barcode by text or email for presentation at a participating retailer.
Mail-in address
Toledo Department of Public Utilities, PO Box 88093, Chicago, IL 60680-1093. Mail the bill stub and check; the City uses Fifth Third Bank’s lockbox service and states that mailed check payments have no processing fee.
Counters, drop boxes, and office hours
Toledo retired the former walk-in payment center and its nearby drop box in 2025. Current self-service payment kiosks are at Scott Park Police Station, 2301 Nebraska Avenue, and at Madison Avenue and St. Clair Street near the parking booth. Kiosks accept cash, check, debit, and credit card; cash and check are free, while card payments cost $2.25 for payments up to $400 and checks up to $10,000 are free. Cash payment is also available through Paymentus Quick Pay barcode locations at CVS, Walgreens, Kroger, Dollar General, and Office Depot, with a $2.95 processing fee. Utility customer-service assistance is provided through One Government Center, 640 Jackson Street, Toledo, OH 43604, Monday–Friday 7:00 a.m.–5:30 p.m.; the City’s payment page does not advertise a staffed payment counter there.
