Primary online route

Use the official payment portal

The direct portal is the fastest route when it is available. The provider identifies its payment gateway as MyUtility Customer Portal. The City launched this portal on June 24, 2026 as part of the Norman Meter Infrastructure Program; the named public pages do not identify the underlying software vendor. The portal provides 24/7 bill payment, consumption data, transaction history, usage trends, leak alerts, and service-management access.. Never enter account credentials into a lookalike site reached through an unsolicited message.

Telephone payment

405-366-5320 is the City’s current automated pay-by-phone and utility-contact number. For a service restored after nonpayment, the City also publishes 866-930-0284 as a payment route. Customer service assistance is 405-217-7739 during 8:00 a.m. to 5:00 p.m. weekday office hours.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

A dedicated this detail was not publicly posted. . The new MyUtility portal supports usage thresholds and leak alerts, but the City does not publish a text-to-pay keyword or SMS payment enrollment process.

Mail-in address

City of Norman, Customer Service, P.O. Box 5599, Norman, OK 73070. The City also uses this address for automatic bank-draft authorization forms; customers should include their payment stub or account information with mailed payments.

Counters, drop boxes, and office hours

City of Norman Revenue Division and Utility Customer Service, Development Center, 225 N. Webster Avenue, Norman, OK 73069. Office and drive-through hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. The drive-through is on the west side of the building and customers are asked to have a copy of the bill. A west-side night deposit box accepts payments outside business hours, but payment received after 5:00 p.m. on the due date remains subject to the late fee. City pages identify cash, check, money order, cashier’s check, Visa, and MasterCard as accepted payment types.

The MyUtility portal accepts Visa, MasterCard, and e-check; the City also offers automatic bank draft from a checking account. The published payment information identifies e-check and card processing separately and provides automated telephone payment. Cash, check, money order, cashier’s check, Visa, and MasterCard are accepted through the City payment channels.

2026 transaction pricing

Convenience fees

$3.30 per credit or debit card payment and $0.50 per e-check payment, charged by the processor rather than the City. A returned item incurs a $25 charge to the City utility account. The City states that the exact processor fee is presented before an online transaction is committed.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

The safest payment path is the one published by NORMAN UTILITIES AUTHORITY and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
